The country window
GET.invest Peru/SINEA was established with funding from the European Union and Germany. It builds on the services of the broader GET.invest programme to unlock financing for sustainable energy projects and businesses, tailoring them to the Peru/SINEA context. The window has a specific focus on advancing the EU Global Gateway strategy by increasing investment in the energy transition. It is part of the GET.pro Regional Window Peru-SINEA, implemented by GIZ together with GET.transform.
Peru has significant wind, solar and hydropower potential, yet its electricity system still depends largely on hydropower and natural gas, while the government aims to reach 20% non-conventional renewable energy by 2030. GET.invest Peru/SINEA supports a pipeline of bankable renewable energy, transmission, storage and interconnection projects in Peru and the Andean Electrical Interconnection System (SINEA) through advisory support, market intelligence, and matchmaking between European and local investors, developers and financiers.
Partners
GET.invest Peru/SINEA works closely with the Ministry of Energy and Mines (MINEM), the EU Delegation to Peru and the GET.pro donors, especially the German Federal Ministry for Economic Cooperation and Development (BMZ), to ensure strategic alignment with the EU Global Gateway agenda. It operates alongside GET.transform, which supports public institutions in improving planning, regulation and permitting. The electricity regulator (Osinergmin) and the Power System Coordinator (COES) are key partners in advancing the energy transition. Further implementation partners – especially on regional integration level – will be identified during implementation.
Eligilibility
Eligibility for support in Peru-SINEA follows the standard eligibility criteria, Projects are selected through an intake process and screened for investment readiness, development maturity, potential to mobilise private capital and alignment with Global Gateway priorities in the energy sector, such as renewable energy, electricity infrastructure and other strategic investments supporting the energy transition. The support focuses on European private sector actors, mainly project developers and providers of energy solutions in generation and transmission.
Activities
In Peru and SINEA, GET.invest focuses on building a Global Gateway-aligned investment pipeline. Through a call for proposals, eligible projects are identified and screened, with selected projects receiving tailored technical, legal and financial advisory support to strengthen their bankability and access to finance. The window also supports project promoters and public institutions in preparing projects for ProInversión processes and PPP structures. In parallel, it facilitates structured dialogue between the European private sector and public institutions — including through the EU Global Gateway Group on Energy and relevant sector associations — to identify investment barriers and reform priorities. It co-organises sector events, investor outreach and matchmaking activities, and develops market intelligence products and position papers. Capacity building for associations and other market actors further strengthens the enabling environment for investment.
