David Francisco León

David Francisco León is a development economist and MEL specialist with over 10 years of applied research expertise in macro- and microeconomic analysis. He has experience in conducting impact analysis and managing data-driven evaluations for renewable energy finance, public finance, and agricultural development projects in developing countries.

His work focuses on monitoring, evaluation, and learning for projects aimed at increasing access to clean energy in Sub-Saharan Africa, the Caribbean, and the Pacific. David’s skills encompass quantitative analysis, impact evaluation, and socio-economic research. He has worked with international organizations such as the United Nations Development Programme (UNDP) contributing to socio-economic research and development initiatives, and Oil Change International, where he focused on analysing public and private financial flows related to the energy transition. He holds two Master’s degrees, including one in Development Studies from Erasmus University Rotterdam.
